Long before the name, there was the work—real estate executed with precision across Washington, D.C., Maryland, Virginia, and beyond. From investment and renovation to strategic portfolio management, our foundation was built through hands-on experience and relentless attention to detail. In 2025, the firm was formally registered as Horton, Robinson, & Fox—a name honoring the founder's Mother, Aunt, & Grandmother. Their strength, integrity, and commitment to others continue to define our legacy and guide the principles we live by today. To the public, we operate as HR & Fox Real Estate, carrying those same values forward in every transaction. Launched publicly not as a startup, but as a scale-up, HR and Fox is a full-service firm built to combine seasoned execution with a new standard of service

Seon Weems

Seon is a lifelong Washingtonian with over two decades of experience in real estate investment, renovation, and property management across D.C., Maryland, and Virginia.
He began managing properties in 2002 under his own banner, handling everything from tenant relations to full-scale rehab projects. Over the years, he’s consulted investors, guided renovation strategy, and built a reputation for attention to detail and disciplined execution. In addition to property management, he has independently led and collaborated on a number of small-scale residential development projects—ranging from targeted cosmetic improvements to comprehensive structural and systems overhauls. Each project, whether led solo or with other investors, was delivered with a focus on long-term value, not just resale.
He holds an active broker license in D.C., Maryland, and Virginia, a Master’s in Real Estate Development from the University of Maryland, and a Finance degree from Howard University. Seon also holds a mortgage loan originator credential (NMLS #2616373), further strengthening his ability to assess deals with a lender’s mindset and an investor’s discipline. In 2025, he founded HR & Fox to formalize and expand the systems and standards he had already refined over two decades. He is a member of NARPM and remains committed to raising the bar in residential property management—not just through compliance, but through consistency, care, and control.
Outside of real estate, he is a regular donor to the ASPCA and has volunteered in past years to help provide vaccinations and basic care to local pets in need—a cause that remains close to his heart.
